Are you talking about the percentage increase that you get added onto your base Voting Power? You have to get blam / protect points for that. Looks like you've got 57 already; you need another 43 to get Safety Patrol rank. If you want more info, read Newgrundlings FAQ
As you said youve only got 0%, but when u got 100 b/p you will get 2%, you'll get there soon, just keep going.
As a civilian, you get an extra 0%. But on your next level, you will get an extra 2%. Read the portal FAQ, or look at some of the Newgrounds guides. You can find em by searching the portal.

That was like exactly the same thing i said in my last post. But who cares, we've gotta hand advice out to ppl who dont know things.
