Somebody has to tell them, and it may as well be somebody they have no relationship with so they dont have personal biases with, for or against. The fact that theres no basis for me to care is a stronger reason for them to consider my words, or disregard them entirely if they wish, but theyll have to ponder why a total stranger did such a thing for apparently no reason. 99% of the people this person has interacted with has never cared enough to tell them the truth, its so much easier not to. I mean they say they went to art school for gods sake, imagine the teachers.
The biggest lesson here is that the way you word things matters.
For instance: “You’re not getting attention right now because your art sucks and therefore you’re not scouted” has a different impact than “The scouting system, which dictates which works are seen by everyone when they look at the Art Portal, has a minimum quality threshold so the Art Portal isn’t flooded with all of the bottom of the barrel stuff that people have posted [cite examples of like the worst MS Paint fetish shovelware you’ve ever seen], and at this point, based on other examples I’ve seen, you’re not there yet.”
The aim of the game here is to basically say “Our site happens to work differently than other platforms and place more emphasis on quality of art, but I believe you can make it to the proper milestones with some time and effort.” Being encouraging goes a long way.
Also surprised you didn’t really say anything in particular about what exactly to work on. I took you as someone who would be more specific about individual things to improve, but maybe I’m confusing you with Skoops.
Now I’m gonna go take a look at OP’s art and give them some feedback and resources if needed.
