I want to become a flash game developer but unfortunately i do not know where to start. I would appreciate it if some of you in the newgrounds community could help me out somehow.

A good start might be to try to get your hands on either Construct 3, Adobe Flash/Animate, or Stencyl. I prefer Stencyl since it's less limiting as a free program than C3.
I personally use HaxeFlixel for all of my games, as it exports to Flash/SWF, and also pretty much everything else you can think of. Somewhat beginner friendly, and has a lot of resources since it's based of an older framework, Flixel.
