Not to mention that it took Valve 8 years to release TF2, because they kept implementing/removing ideas from the development.
The same thing might have been occurring with Half-Life 3.

yeah and if you look at some of there Development and publishing dates they have more than enough resources to see that they could squeeze in HE3.

each of these had a anouncement and development of 1-3 years of there releases there are no excuses.
I'm sure we'll see HL3. Only it's probably not as close as we think it is.

In between Episode 2 and now, Valve has released Left 4 Dead 1 and 2, Portal 2, Counter-Strike: Global Offensive, and Dota 2 (which is still in beta, but should be fully out soon). Some of these games were done by separate teams, but with all the resources divided like this, it'd obviously slow down development. There's also that small fact of them holding together and making sure htat the worlds biggest, best online retailer for pc games is smooth, not to mention the new greenlight, that needs to glitch free and what not. Valve always seems to have their hands full. Besides, like LiquidFire said, it took them 8 years to release tf2, because of all the changes, it could happen to half life 3 and seems to be the most logical explanation. They probably are developing it, but don't want fans to know because hten there will be the pressure of making it perfect.
