His points would increase by 10 exactly. If they stopped at 640, that would mean that whoever programmed the level system actually put in the time and effort that adding an extra "if" line requires. I would expect this programmer to be on the more lazy side, 'cause that would make him relateable.
By the way, does anyone know which admin programmed the level system? I want to see if he's on, and then if he is, I want to ask him if it stops at the cap, or if it increases by 10 all the way.

Last time the levels rolled back as soon as one person hit level 30, that way whomever had the most experience points was the only one to be the maximum level.
This caused a massive amounts of users to be stuck under level 10, as the cuttoff for rollback levels was level 9, meaning levels 9 and under always stayed the same in terms of how many experience points you needed to achieve them, but levels 10-30 increased by 10 points each time whomever was level 30 deposited.

Level 30 increased by 10 points each time the top user deposited, but it became increasingly less extreme for lower levels, i.e. level 10 would increase by 0/1 point every other day, but level 29 would increase by 9/10 every other day. If it were as you described, there would be absolutely no way for new users to get beyond level 9.
