Microsoft have recorded archives?

Ok now I want a good answer and someone who knows this. Is it true that if you file complaint someone and file complaint on voice in-game chat and when microsoft gets the file complaint do they actually have a recorded archives on the persons account? You know like hear everything they said in a game session. Because my friend was got into a trash talk with some guy and the guy said hes gonna get banned because microsoft have recorded archives on all accounts. Like I said I want a good answer.

Microsoft claims to read and archive every complaint, but one time
I got everyone on my friend list (60+) to file a complaint against an alt. XBL account. Nothing happened. No ban, not even a warning and my rep is still 5 stars.
