Still a banger almost 10 years later

How do you creat a piece of music like this?

One of the chiller dance tracks I've heard today. I love the composition, but I think some of the instruments fall a little flat, even considering this isn't meant to be as in your face as other dance genres. Those horns especially are killing me.

The song is spectacular :)
