The eyewall and the eye of the hurricane.
Yes, the background noise is meant to represent the ambience inside the hurricane's eyewall. Also, it's kinda messy toward the 4-min mark, and in said part, I might've used a recycled tune...(don't worry, it's not the Bianka tune).
