Both characters stumble upon a different pixel art scene where Skull Guy by The Living Tombstone mimics the style of classic games (dunno if Crypt of the Necrodancer counts) while Shovel Knight mimics the style of indie games made by 64 Bits Animation as well.

He's an original character by The Living Tombstone in which Skull Guy originally starred in a pixel art music video with each scenes inspired by classic and modern games.
