“Just when Pico thought his cousin wasn’t thrown into this mess, Otis arrived to prove him otherwise. Pico’s cousin is on the job, ready to bust asses open and solve the real crime at hand. He may be a rookie for the government, but he’s put the past behind him in favor of spreading justice. With all the aliens around, he’s rather intrigued. Maybe this fight isn’t as bad as his older relative imagined.”

So I mentioned earlier in my Pico Day 2024 art that Otis and several other characters would be considered DLC characters. The thing is, I don't know if that would be entirely true. Maybe having them as unlockable characters instead is appropriate. In any case, Otis, much like his cousin, is older here compared to his canon self. Here he's 17-18 and not 11. He's also got some police-like attire because I've seen a lot of fanart have him wear it. It seems like Otis wasn't able to escape the government, as they have him working for the force. As much as Otis doesn't want to comply to their whims, he has no other option. Not too descriptive, but at least it's better than how Crowsar treated the character (read my news posts for my opinion on that).
