It's year 2002 in Kairei. Street racing is at it's peak, and the public is getting sick of the sleepless nights and constant danger on the highways and roads.

Until one event brought it all to an end:

A head-on collision between a Toyota Chaser and an armored Porsche Cayenne, which left a private chauffeur and the street racer dead, and a politician's son hospitalized.

After the incident, police has received a massive boost in funding, creating a Street race Busting Division with lots of musclecars and also some cars from the Japanese police.

For an entire year, the SBD flooded the streets of Kairei Islands during nighttime and stalked tuned cars and sportcars during daytime for any signs of misbehavior. Any breaking of the law has become far more fiercely punished. It resulted in a complete decimation of the street racing scene by the end of 2003, but also a lot of innocent car guys were caught in the crossfire. SBD lost their purpose and the Kairei PDs were left with gas guzzling sportscars they didn't know what to do with.

Street racing however was reborn since then, lots of new racers joined in once the old big guys were removed from the scene, either through being taken into police custody, having their cars impounded, or being shunned from the community for superstitious reasons.

One wolf in particular managed to game the new scene to rise to the top and become a living legend, but that's a story for another day...
