This is Lan the Fire Imp from Introspurt's Crimson Keep, published on Newgrounds, first debuted in Chapter 1 of the series.
The original character design is made by Introspurt.
The pixelation is made by a Discord user named Z9YE.
The one above is my recreation on Terraria, built in-game and seen on minimap, and shared on r/Terraria and DeviantArt.
