I think it's completing 15 and pressing next level that might have done it.

Thanks! Sorry you're having trouble with the medals though! It seems a few people are struggling with that one, although it also unlocks for plenty of other people! Try loading the game again and completing any level on Classic Mode, hopefully that should trigger it unlocking again. If not PM a screenshot of everything maxed out and I can unlock it manually for you!

How odd! PM a screenshot of everything upgraded (no cheating now!) and I can unlock the medal for you!
I've played a game like this. This is nowhere near as good. It's too basic, requires way to much grind and is just not fun.
