Well, that was actually pretty enjoyable. Though it didn't have much it was just a character introduction so you have accomplished what you set out to do.
I cannot rank artwork because I am no artist, I felt it was funny as a comedy and it did feel a lot like an "anime moment"... which based on the artwork looks like that is what you were aiming for.
It... did feel like it was missing something but for the life of me I cannot figure out what it was... I will give you 4.5 stars as I felt it was missing something. I am sorry that I can't place my finger on it so I cannot help you with that.
I hope you do more however, I am looking forward to seeing more from you.
