I've got an answer for the guy below me, because I had the same issue.
What goes rwong in the sniper can't shoot situation, is that even though there are people and there is ammo, the tower needs an X ammount of wood to become operational. If you place the tower, put 11 people in it and like 50 ammo, you're occupying allot of people and it takes longer for them to supply the wood needed to get it operational. I personally place 50 ammo and 1 to 6 people in it and wait for the survivors to supply the wood, and if needed, then I put the maximum of 11 people in the tower.

Fun until it bugs out

Fun, but it's got a huge bug. Sometimes sniper towers are occupied & have ammo, but they just don't want to shoot. Got me killed a few times, gets frustrating

some elements are a little cumbersome, such as the resource allocation. but it's a fun game!

Almost perfect.

There are too many good things about this game to list off so instead I'll just go into the one thing keeping this game from getting a perfect 10: the survivor A.I. Sometimes it is just downright awful and game breaking. For instance, if you have an obstacle blocking the most direct path to a destination, the survivors will find a way around it. Which is great. But sometimes even after you remove the obstacle, the survivors will continue to take the long route which can lead to them running into zombies or taking far too long to move supplies. Also, if you lose a tower along the front line of your defense the A.I. completely shuts down. Half of the survivors freeze and the other half run around aimlessly. There are a few other issues with the A.I., but those two are the most problematic for me. Sometimes, you can play an hour long level and never run into them, but when they do, you lose a game that you shouldn't have. But like I said, it's still an almost perfect game.
