A fair society is a crude way of describing utopian communities. Fairness is not ideal due to many reasons, including that of natural diversity in both body and mind. Stealing a soapbox quote from the movie "Enemy at the Gates", "...some are rich in gifts, and others poor in gifts..." Granted capitalism also has its inrreconcilable flaws, socialism is not the solution. The concept of fairness is at first intriguing and welcomed by many of our times, but the practical impositions it inherently possesses makes it inhuman.
Now the reason for the score:
The voice acting is squeaky(dog) and somewhat muttered(man), making it difficult at first viewing to catch all of the dialogue, not that there's many.
Animation is above average, but the use of a static head in running motion made it look awkward. I suggest 2 facial expressions like "gasping for air" or "sticking out the tongue" (natural for a dog) Effort is definitely there though.
The planning is, I guess there, but not intriguing. Your platform is delivered with a punchline, and depending on your ultimate goal may or may not be satisfactory.
Entertainment wise, it was rather uninteresting, most of the flash involved watching the dog running through the town. I'm not from GB so I may have missed specific cultural references, but this is the internet, so the onus of delivery is on the author.
The music is Western, which associates with adventure and overcoming the elements. Your story is about the mulishness of man, there are better choices imo.
Take my comments lightly as I cannot do half of what you did here. Those who can't do criticize, right?
