It's a "lure" presumably to attract human prey :p
The whole monster is based off a real-world deep sea anglerfish. They have antennas that other fish mistake for food. There are also spiders and even plants that smell like female insects, then devour the males they attract! :)

rather intresting desighns reminds me of dead space for some twisted reason...
