Although all of these laws are true, most (if not all) have be mandated for future revisions. The only thing that can change this is an amendment. In jurisdictions (aka: cities, counties) with "rigid" or "entrenched" constitutions (funky laws), amendments require a special procedure different from that used for enacting ordinary laws and are used to revise older laws. Believe it or not, here in Wisconsin that is so stupid, I'll just let you be the judge.

I think this must be some kind of joke I'm not getting. It wouldn't take 3 people to make this, and it definitely wouldn't get a review crew pick. Can someone explain the joke I'm missing here?
