I think you should reevaluate your style.
Your story's not terrible, the voice actors are great, and the colorizing and shading are solid. However, the animation itself lacks taste and dynamics. You use way too many positively-eased tweens without starting them up with negatively-eased tweens, and you over-animate breasts to an extreme (particularly when the sisters are walking in; who has boobs that even move remotely like that?). Normal character movements tend to be overly simplified (to the point where the paddling scene was just the entire ship being tweened as a whole), and your lip syncing doesn't look right at all (like a re-dubbed foreign cartoon). Just because you have anime influence doesn't mean you have to take up all their flaws.
You also had some narrative issues... The paddling scene itself seemed very sudden--they went from planning their escape to the act of escaping in a complex and well-built boat; where did that come from? It's one thing to use ambiguity to make narrative thought-provoking, but this just seemed to be a causality gap.
Your antagonists (the prison guards/interrogators) seemed too obtuse and static for interesting conflict. Perhaps you should make use of more complicated enemies next time.
I understand that the movie is about being sexy and funny and all that, but I just think the overall quality seemed kind've sub-par at this point, even in its purpose; the breasts just look too fake in their movements to seem at all sexy, and the only noteworthily funny part to me was a random bit in the epilogue.
You draw the characters cleanly, but you don't animate them as well as you should. It felt almost like I was watching a webcomic that was quickly converted into a flash... like the animation was an obstacle for you instead of a tool to overcome the limitations of still pictures.
I realize that this movie already appeals a lot to the typical newgrounder as is, and I understand if you won't listen to me, and I wouldn't be surprised if I got some "unhelpful!" flags, but I thought I'd just be honest and hope something good comes of it. Good luck to you in the future.

I usualy don't answer bad reviews, but since yours doesn't contain insults I'll make 1 exception. Not because I think I can change your mind, but because I want to share my point of view. Animation IS an obstacle. Limited animation = more episodes. The most important thing for me is to tell stories. The rest is details. I tried doing frame-by-frame, it was too long and nobody really cared. Everything you see in this episode is done on purpose. If the mouth movements are random, it's a choice. If there's too many loops, it's a choice. So if it sucks, it's on purpose. If you don't like it, there ain't much I can do. You'll have to accept you don't like Miss Dynamite, because I can't do what you like.
