I didn't get the story, though. She's a psychotic assasin, I'm guessing...

Yeah, the story is kinda vague. But here it is.
The guy doing all the walking is Anthony Ryn, a being not of this world who is being pursued by a race known as the Krellion (which he is half of.) Anthony is not alone, however, for others of his race are hiding in clusters all around Earth. The "psychotic assasin" is one of them.
She is Naomi Axen, the latest decendant of the Axen clan. Her duty (since their whole race was destroyed in fullout war) is to protect the remaining Draconian (that's what Axen is) from the Krellion who wish to put them into breeding programs.
So basically, a Krellion was following Anthony on the roof tops, but was killed cause Axen got to him first. The Krellion was killed by Axen, hence the whole "And dropped him...with a smile."
Ta-DA! STORY! PLOT! CONFUSING AS ALL HELL I KNOW! >D

Definately some of the best animation I've seen here. The music was perfect. I only wish there was more of a storyline. Perhaps this will be continued??
