Decent tutorial.

Not bad. I like tutorials that include Frame-By-Frame. However you might want to take a cue from one of you own lessons here. Your music select buttons should turn off any previous music in favor of the music selected. As it stands you can press 1, 2, 3, and 4 and have all the music tracks playing at once. Script them so when pressed the button turns off all existing music then plays the selected track. You shouldn't have to push "Music Off" every time you want to listen to a new mmusic track.

A decent tutorial

You've tried to put pretty much everything in here.
I haven't checked the flash part because I don't use it but I checked the NG part.
The whistles aren't accurate, it takes a lot more than you said to get each one.
Also under submitting it should be Pico instead of Piconjo.
The screenshots were quite stretched too but there was some good stuff in there too.

Hmm...

I'll give it a 3, and i'll tell you why. There are loads of very handy things on here even things i didn't know about NewGrounds is on here, though the actual flash itself is pretty shabby, and thats mainly what im voting for...
