A 9!?!? Wow... generous lol. They all jumped down because that guy in the corner ( same guy on title screen ) got fed up and shot the criminal which wasn't ordered. They all thought he fired at them so they took cover.
Just wanted to mention..
I get that the whole thing was supposed to look like a news broadcast.. but if you've seen any news in the past year atleast all their text isn't typed out as you read it.. it scrolls across.. I think this detail makes a difference... Others might not though. I think if you're going to put the date and time at the corner of the screen like news broadcasts.. the news ticker should act like all news tickers do.. and scroll.
Otherwise.. really pretty good for a first flash.. Too bad it wasn't much to watch.. You draw pretty darn well.

While it was an entertaining premise, there was little animation aside from the moving text. Next time, show, don't tell.

The art was good. I have to admit that. The music wasn't annoying either. But.. the scrolling text at the top should be shorter. There were some sentances that could have been combined.
As for animation and making it longer, maybe you could have the shoter getting figdity (sorry for spelling) and annoyed? That might help.
