1. make sound dummy!
2. use real pictures combined with sound lol
3. dont use stickfigures when the guy fell out the window i really really didnt feel uncomfortable at all
4. improve art if you dont use real picures
5. do something like the ring which stir peoples imaginations
6. dont come to your viewer with a friendly appeal like "were you scared? did it make you feel unconfortable? please tell me. i'm studying fear and found many ways to scare someone... those are some graphical triggers"" i wish it works.!!" it makes you look stupid
7. when the eyes and nose appears i gotta admit that made me kinda feel uncomfortabale
8. when you saw the women with shackels come up at you it made me laugh, sorry
9. watch THE RING and RINGU for good ideas

Good try. I guess you would need some music to add to this thing to make it more scary. If you wanna see some crazy, spooky flash, check out www.scary.ru Look at the cartoons, very weird and scary!

Didn't work! Didn't scare me once.

They key to developing scary situations is the moment of surprise.
I've seen tons of "there are three mistakes in this picture. Can you find them?" flash movies that would display some lame picture of a room or something and after you have stared at the picture for a minute or too it would display a picture of a monster with some screaming sound.
The sound itself isn't scary and neither is the picture... it's the unexpected. That's also how most horror movies work.

Good horror films make you scared of things that haven't yet happened. You get scared because you know something scary will happen..
The movies create an atmosphere of tension that finds it relief in a scary situation.

To sum it all up: it's all about context. Most of the monsters in scary movies aren't scary at all if you'd just look at a picture of one of 'em.
