I would have given it a 10 if the other guard hadn't said "by the nine". It's "by the eight" in skyrim, the worship of Talos was forbade (I'm not sure at the end of the main story whether you could change it or not 'cuz I've not yet finished the game.

Saying that ur the Thane only works once, and ur bounty has to be less than 2000 septims.
