i think you need to touch up the hair, especially around his eye where it looks like it somehow goes behind his eyeball. Have it continue infront of his eye.

Needs more smoothing... Too many use of lines... Not enough textures.
However, you did use shading.
And for a smoother picture in Paint, try to avoid using black outlines. Using a color pallet or creating one helps as well to keep your colors in place.
Other then that, keep practicing.

Avoid rough edges. I generally use mine in a pattern diagonally.

Nice attempt, but the light source is contradicting your shadows. You have them behind the objects. Ergo, the shadows should be in front of the object, not behind.
