It doesn't really matter, so feel free to do whichever you would like! If you are making two, try and make them fit into the same story, so it makes sense. I think it would be much more interesting making one character, however.

I was wondering, why was Dmabster let in? His art is absolute garbage, if you see his posts, the only thing he's half-decent at is pokemon and sprite fusions, and I doubt that's worth anything.
