I think that rather than a reporting system it should be treated the same way as nudity or adult content
when submitting a video the animators should be asked "does your flash include a lot of flashing lights" and if they say yes there should be a seizure warning attached to protect epileptics
Just as with adult content any falsely flagged material should be banned

I write an online review about it so everybody will be aware of what type of trash to be careful about on various sites. When the content is removed, so will be the review. End of story. It can be found by using the various search engines.
If you're prone to seizures, you shouldn't be using a computer.
