No one here has a reasonable explanation. Just ask your mom to tell him off or something, or just ask him kindly to stop. If it doesn't work, call up his parents or something. Ask them to help him calm down. He wants to have fun, and side effects of his fun is being a dick. I've met so many kids like that kid. Don't stoop to his level.
