I tried that the second time, but it still stayed white. Even though, it always works in animated GIF, but never in JPEG or normal GIF.

What he's saying is that you may not be a new sig maker, it's that your sigs' quality are still pretty average, and you still have a bit to learn before your sigs are high quality.
