Well i had a chat with tom about this awhile back and while he encourages that people use music from resources like the audio portal, because its the safest route... however since this is a contest and even the characters being used arent ours its looked at as a fan tribute more than an actual money making scheme. I mean you could do it and not win. As I'm sure many will.
Worst case scenario if your movie turns uber popular Linkin Park or Tom himself could say hey please take that down at which point you would probably have to. In reality though LP and other commercial bands' lawyers have bigger fish to fry and so you can just sort of get around the system fairly uneventfully.
When i say 'career' i meant if you decided that you would use the pico family and pitch something to comedy central and have them licenced under your name with music by Linkin Park then you'd have a problem. Your aim at that point is clearly at using things for commercial gain. And to go commercial means you owe Tom royalties for Pico and LP royalties for their songs.
So to put bluntly is it allowed, yeah. Is it the greatest solution, no. It sort of limits you in the long run. But if you are doing it for the love of the series then it shouldnt matter to you anyway, your not after some prize or whatever. Your just doing it because you like pico and you like LP.
