My question is this :

It is almost guaranteed that it will take place in Racoon City like most resident evils, however, what will the time period be in the outbreak? It seems as if the zeds are a little faster or there are just many many more of them! Could this be really late in the attack to where there are really very few survivors? I think it would be an awesome concept to make it at the beginning stages, where you have to save as many people as possible and create plans and defenses.

I don't know why, but the setting seems to take place in a more arab setting. So I think it's going to be in the middle east. I'm going to take a good guess at five years after the "Racoon City Incident". I think "Leon's corperation" will hear something happening in an "arab" country and want to check it out.

Which is better: Close range or far range.

While far range, you have close to no chance of getting killed. You don't know what zombies will attack you as you run by and what zombies you need to kill if not all of them. Which you want to avoid killing all of them due to ammunition.

Close rage, you can get bitten. There is a chance of a "group bundle" which is an instant kill. But you know which ones to kill, which will normally be "who ever lunges at you". It can also save ammunition by ether using little or even none and using a melee weapon.

That's a powerful understatement. To Lost's question: When it comes to fighting zombies, you have to strike a balance between long and close distance, if not avoid them entirely. Mid-range gives you some distance, but not too long, because face it, most of us aren't marksmen. It also gives you time to drag out your melee weapon when they get too close.
