On top of what everyone else said, a flag doesn't always take effect overnight. The changes in whistle points only occur after a mod/admin takes the time to deletes or spares the review that was flagged. The whole thing may take a few days or longer.

I flagged a review by MindChamber back in middle school and my whistle went from Silver to Trash instantly.
