I know what is the process to get your art in the art portal,but i don't know how you suppose to get someone to noticed you without telling them to do it(i don't know if is not allowed but i see it as kinda of a cheat)
I know that you art must talk for you,but if nobody is there to see it,how you suppose to get scouted?
Make an art thread and post your work in it. If someone likes it they'll scout you.
I regularly go through the unscouted art portal, and one thing that I always look for is something that stands out in the thumbnail. Try to make it look interesting in a way that convices people to clicking on it (such as zooming in on an interesting part of the image).
Other than that, just make an art thread (like what Jack said) which will increase the odds of being scouted. Not only that, but it's even better because we get to see progress you've went through, too.
