So I recently came back to newgrounds after some time and I started posting again. I cleaned out my older art submissions.

I found out I need to be scouted to have my art in the the art section. So yea look at me and say if I am worth it.
Welcome back then. I'd say you certainly are skilled enough. Your submitted art is mostly unfinished / sketch stuff though... so that's probably why you have not received a handful of invites yet.
Also am I even allowed to ask people to scout me?
No and yes. While it's not officially breaking the rules as far as I know, it is not well received usually.
