Sorry, I know you guys probably get this topic all the fucking time but here it is again! I'm sort of an artist…but really more of a massive fan of art and stuff. Anyway, I want to improve and actually be able to draw. I want to be able to draw with proportions, perspective, etc. Where's the best place to start? Any website/tutorials you would recommend? Thanks for any help.

Considering the example you posted I would say you like surreal/creepy art, which I honestly think needs to be made more. If you just want to improve your art in general I would say just practice. There are several books on perspective and drawing things in proportion(and by proportion I think you mean anatomy):

Andrew Loomis
Jack Hamm
Ernest Norling

If you do not have the money to afford books and the such I would definitely suggest the plethora of FREE knowledge online:

Sycra Yasin(General Art videos for both digitl and traditional)
Marc Brunet (Mainly Digital Character Design Art)
Level Up

And finally just paid programs in which I highly recommend:

Concept Art
The Structure of Man
