Paint Tool Sai is really good and cheap. It's like 50 bucks.

Just getting started and the most notable problem is not being able to move shapes after their first setting.
The same goes with shaped selections(which [along with the wand tool] is precisely what i'm looking for!)

How are the selection tools? (And shapes)
I've had problems with being able to move them after their first setting
(adjusting them to fit perfectly; you know?)
