Well, let us pay tribute for the perverts of Animation. I could consider Master Roshi of Dragon Ball one considering he still chases tail when he can. Bulma though is a Flasher. But Happosai from Ranma 1/2 collects Panties and is an active panty raider.

This is a chance to let yourself chime in for characters who sink to all new lows. Venture Brothers actually had a pseudo Cameo of Caligula in Escape From the house of Mummies Part 2 and historically he was almost as Perverted as it got in real life. But the question is who is the uncontested master of perversion in Animation?
