It's a natural thing. People do it because it feels good. It's the same reason you're posting on Newgrounds, or eating breakfast, or playing video games, or whatever, really.
Teenage pregnancy does not guarantee a life of hardship for the parent, but it does increase the instability of the child's environment. It's difficult to raise a child when you yourself are still a child.
Blame is useless here. If you truly worry about the well-being of your fellow children (no offense... as a child I hated being called a child, too), pressure policy-makers to increase funding for sex education and increase access to contraception for young women.
It's unconscionable that a young woman should be capable of gestation as early as age 10 or 11, but, in order to protect herself from unwanted pregnancy, must either overcome the negative judgment of her parents, teachers, and/or pharmacist or deflect the advances of male peers. Outrageous.
Children are not capable of carefully considering the long-term consequences of their actions. That part of the brain doesn't fully develop until after one can legally drink alcohol.
