Mentally challenged people have no option of not being stupid, it's a brain malfunction. This isn't the same with stupid people. People have no incentive to change their pathetic ways, so they remain docile.

Partying in and of itself isn't stupid. It's just how you do it. It's like saying someone is a terrible driver so driving must be stupid. Obnoxious party fratboys are obnoxious, but that doesn't really mean it's stupid to go to a college party. Unless you got a test in the morning you need to wake up for then yeah that's pretty stupid.
