If you've made it up to level 20, then you're not new, because it should take you about a year to make it that far.
As for post count, about 1,000 to 1,500 posts.
I would say that when they know the rules and I've seen a few of their posts, and remember their username.
Although I would consider regular users at level 10 or up with a post count of 1000 or up.

Depends, I might seem new but I've really been lurking on this site since 2006 (just got a new account). Your not new after you've reached up some levels and have about 100 posts in the forums. But to be a regular it depends when the account you got is signed up. Like this account is signed up in 2008 and comparing to Asandir of signed up the same year I might not seem like a regular user, but I'm not new.

That's pretty much how I feel. I don't think a user is a regular until they've reached around 2,000-3,000 posts on the BBS. Level doesn't matter as much, but I'd say 10-15 if I had to choose.

Rather than level / post count, I consider a user not to be new, 2-3 years after joining the website. e.g. I don't really consider 08ers to be new anymore, but 10's still are (in my opinion).
