I agree partially. It depends on the content on the insult and how "Player 1" uses evidence of what "Player 2" has said or done to back up what Player 1 has said. In the example which you give, where no evidence is used when accusing the victim of being an 11 year old fat loser virgin etc., it would be very lame. If Player 1 was able to back up something that he has said through chat logs, looking at Player 2's posts on a forum, providing photos of Player 2, then that would be more credible.
