This characters name is Villain. He was once a leader of a group labeled as criminals by the corrupt organization known as Krane but ended up getting captured. He was initially a thin guy but the scientist at Krane ran various experiments on him to create a monster out of a man. When he debuts in the manga the experiments are not yet finished leading Villain to enter the fray prematurely as a weapon with the side effects of tiny legs ( since the main characters opposing Krane in the manga become a nuisance). Special shackles are attached to him in order to secure some degree of safety.

Despite many believing that he's extremely slow he's actually quite fast for his size and utilizes his raw power to overwhelm enemies. He now is being manipuated by Krane to serve their purposes in order to keep his comrades alive as well as his town.
