I can tell this took a lot of effort, it did feel like it was unsuccessfully trying to convey that certain, hellish atmosphere of Raccoon City during the apocalypse. Have you considered using lighting to your advantage? More specifically, making it a lot less bright with dim, orange lights set in places that cast nice shadows and dark areas that would really make it feel like a real, miniature city at night that's on fire. Cool movie though.
