I voted low.
I'm on a T1 connection and watched the full movie, but I voted low. Why?
Newgrounders have an annoying habit of taking a soundtrack from an outside source, adding some animation, and calling it their own. Yes, credit is given for the audio's creator, but for the most part, the Flash animator rakes in the fame. Even poorly animated movies can rate highly with superior sound (a la "Thundercats Outtakes").
This particular movie was notable in that the graphics were fairly good, better than the music it was put to (it would have been better if the chipmunks actually sounded more like, say, the Chipmunks). Even so, there isn't a single excuse for a 10MB file size; the song couldn't be more than 5MB in mp3 format, and gif'd bitmaps less than that.
