Kecleon won't let you play with them! If you ask them about it when Smeargle is away, I think they talk about why.
Small question,
there are 10 characters to interact with right...
So when i go to the items page,
at the bottom inside that window where you can change the character's gender i count 11 characters, where is 11th one hidden at?

Kecleon is Smeargle's boyfriend/girlfriend and you can change their genders independently! It changes their dialogue and their appearance, even though you never get to have sex with Kecleon.
