From the writers stand point, it happens for shock value and comedic effect. Though it would only be funny if you thought dark comedies where funny.

Oooookay... About two minutes in, things got rather weird. It was well made, but I suppose I'd have to be more into Pokemon to get all the points of the film. Voice-acting was mostly on par - but please, please, don't do the female voices yourselves, guys. One of you has got to have a girlfriend, who'd like to do some voice-acting. Or a sister. Or an aquaintance of the opposite sex willing to do strange things for small amounts of cash.

We have all of the latter. The opening scene with the family is suppose to make you not like the Pikachu family. They are a disappointment, so the mom and the children all have these unfit voices that just make you cringe.
