Quick question, why not Giga Impact instead of Hyper Beam?

The move Bide basically takes the power of the enemy's attack and launches it back at them, and because I wanted Shuckle to fire a giant laser, Hyper Beam seemed to work the best.
o.O But wouldn't Snorlax use Giga Impact instead for it's much better attack stat? Might have even one hit that Shuckle. But then I guess you couldn't have the animation of shuckle living to fire a giant laser. Still seems somewhat forced, though...
