Moderately enjoyable due to the surprise twist of what I was expecting, but didn't really know what it wanted to be and as such missed out on a lot of oppourtunities. Your animation skills do have a ways to go, so you were probably better off playing to comedy instead of action, leaving the first minute kind of boring. Missed a huge opportunity with the "Eye powers, activate" joke with how easily you could have just had other anime characters pop up for a cheap cameo.
Also, it's a nit-pick, but the Panty and Stocking inclusion was so lazy, given that you used the transformation intro, and yet gave neither of them their transformed clothing. If you're going to base an entire piece of animation off inside jokes and nostalgia, you'd better commit to it all the way through.
