Mostly well animated, but near the beginning, the neighbor's arm goes through the fence. And the jokes were pretty funny, so I'd rate this 9/10.

I was about to make a sharp comment about your keen sense of humor, but I see that, when compared to others' sheer wits, that I simply cannot make the cut, as I am rather dull right now.

It was clean cut while being somewhat edgy, though I felt it became dull near the end. Its sheer insanity that I'm giving you 4 instead of 5, but if you can't hack it, then just slash my comment away.
