My opinion...
Its not THAT great... Its about 5 second long and does nothing but loop... There really isnt much else to it. Also you said its a "Game" in your comments, but I dont get where the game is?

Sound- 4/5 (Just rated on the looping voice)
Concept- 1/4
Overall it could have been alot more creative. Maybe longer? Im just tossing around ideas. 4/10 2/5

Animation:(1)The animation was lacking in effort but did take at least a little bit of work.
Voice: (1) While the voice was most likely a recording of a song/skit from somewhere, I can't say for certain. but at least it was clear and not muffled or fuzzy.
Length: (0) This flash was much too short. I'd make a guess that it was about 10 seconds just looped.
Story:(0) I don't think I really need to elaborate on this category.
Music: (0) There wasn't really any music involved in this flash.
Point: (1) This flash is what it was intended to be.

I am a Double Dragon fan and this was sort of funny, but not enough for a 5/10. Would have liked to see him go into a full blown song.

I would have enjoyed this if it wasn't just the "Hey, smoke weed everyday". And you could have made a song instead of just a phrase.
